Guylian (which is Belgian) is the first that comes to mind, but most better chocolatiers have seashell shaped chocolates. During a trip to Antwerpen, Belgium I saw countless chocolate shops and all of them had these chocolates.

If you can't find Guylian where you are, Godiva (which isn't Belgian) has a lovely one that's filled with praline.
