Say something like you're not into dating now or he's just not the type you go out with or straight out if you can just be friends. You have to tell him sonehow.
If you really can't, take him some place where no one recognizes you. Some club for old people.
Looks and reputation are not the most important things in this world.

if you don't want to go out with him, then politely decline but you don't have to be rude or nasty about it either..
