Of course it's rude! But honesltly don't let it get you upset. There are worse things in the world. :)
Just smile at them. It lets them know you caught them, but you're not being rude yourself about it.

Maybe the person staring likes you but is too shy to address you when you turn and say Hi.
Maybe they like what you are wearing and daren't ask where you got it.
Maybe if it really bothers you then you should ask them not to do it but in a polite way. Try something like "Hi, my name is .... and I noticed you looking at me. Is there anything I can help you with as you are making me feel a little uncomfortable"
It might break the ice and in the very least it will make them not stare. Unless they get off on making people feel uncomfortable and in which case it will make it worse.
Unlikely but possible.

People who weren't properly socialized. Or they think it's ok to do that.
I came out of my office just last night and this girl sitting outside of the office literally looked me up and down, twice. Eyebrows raised.
So I said very nicely "Can I help you?" She looked shocked that I said something to her. I mean she wasn't but 3 feet from me...like I wouldn't have noticed. I don't know if she didn't realize she did it or didn't think I'd say something.
It's all inappropriate. I'm more than willing to play naive to let them know I realize what they're doing. And I have been known to say "oh, because it looked like you were checking something out on me and it was kind of weird." That pretty much sends people running. lol

Staring at someone is rude and when it happens to me I just go up to the person and ask..You gonna propose? I noticed ya staring at me, so are you gonna propose? I enjoy the look of surprise/horror on their face when I ask that. Keeps 'em on their toes LOL.

Not only rude but those who do have some sort of psychological problem... I am always weary of those who stare. It does bother me and have learned first hand that a majority that do this are trouble!!

I think that it is very rude, I really hate when people do it but I cant really do anything about it but just stare right back till they stop or just ignore it.
