The wedding is during the daytime, in a church, and her friend invited the whole department. Would nice jeans and dressy tops be too casual?

Definately too casual. You didn't say when the wedding will be which would give me a clue where to direct you. My rules are in the summer wear a strappy summer dress and sandals and if it is a little overcast that day then wear a pashmina. If you are not a dress person then a nice pair of dressy trousers and a top is fine also with nice strappy shoes.

In winter then if you are going to the party after then wear something appropriate to party in but wear a nice coat over the top and maybe a hat.

In the end wear what makes you comfortable but also think about what other people will be wearing. I would ask the others in your dept. You don't want to be the only person in jeans if you decide to wear them.

Attire requirements can vary greatly depending on the part of the country you're in as well. I'm going to assume that this wedding is sometime this winter. The universal rules:

1. Daytime = NO BLACK, period. The "little black dress" doesn't come out until after 6PM.
2. Church wedding = church clothes = Sunday best at the bare minimum.
3. Winter = NO WHITE. Besides, the only persons wearing white should be in the wedding party.

The regional rules:
Deep South and some points in the Northeast: Hats and dresses. Check local rules regarding gloves.
South, East, and most major cities: no slacks. Dresses are preferred.
West (except Texas) and Midwest (except Chicago): skirt and dressy top are fine. Slacks are not preferred but could be worn if sufficiently dressed up with the choice of top and jewelry.

If you wear slacks, dress them up with a blazer, silk scarf, and pretty brooch. Think classy. Brown, gray, navy, or burgundy with a splash of color from the scarf or blouse would be very elegant.

First, to avoid embarrassment to you, I would ask a subtle question or two to be sure your friend was invited to bring a guest. Hosting wedding guests at a reception of any kind is expensive, and so the guest count is usually managed very carefully. Unless your friend's invitation included "and guest" on the envelope, the invitation was probably meant for her only.

And second, yes, blue jeans are way too casual and very disrespectful. Most people will be in nice suits or dresses. You could get away with a nice dress pants outfit if you style it up with high heels, a dressy top, pretty scarf or jacket or shawl, some jewelry.

Jeans are not generally appropriate attire for a wedding, no.

At a minimum, wear dress slacks. Otherwise a nice skirt with a nice top or a dress.

BB, yes that is too casual. You could, with todays styles, wear a dressy top and nice slacks.

I've always heard that denim of any kind should be avoided at a church wedding. Dress pants would be okay, but not jeans.

Definitely not jeans for a church wedding. Dress slacks would work, though.
