I have Lithuania in mind, which was the last in the list of 101 countries by PERCEIVED corruption in 2006.

May these two facts relate one which another?
In which way, if yes?
Why not, if not?

Saudi Arabia is 5th on this list. It simply shows that expectation of people about behaviour of officials correspond more than in Lithuania. So the question remains: why Lithuanian elite is so far from expected behaviour in his country?

Lithuania's democratic institutions are considered by experts quite developed if to look structurally... But people feel democracy achievements differently, only as "democracy".

All I'm going to say is this: Saudi Arabia came in #6 on that list. Shows how reliable the survey is...

This may be a case where both the corrupt and the honest have high hopes.

Joining the EU should mean an economic boost. Those in leadership probably see possibilities for profit.

On the other hand the average person probably hopes that joining the EU will lead to greater press freedom, more economic and political supervision from outside, and an eventual reduction in corruption.

In other words, it works out short term for the corrupt and long-term for the honest. No wonder all three major parties were in favor!

It isn't the UE Constitution you should be concerned about, it's ours in the US - or what's left of it. If you ask most foreigners what's the most corrupt country in the world - they'll tell you the US, hands down. We are the murderers (doctors), extortionists (attorneys and judges), liars (media), blackmailers (politicians), and cowardly morons (government officials) the rest of the world claims we are. The American people are just too busy, apathetic or cowardly to see the real perception and direction of corporate control in this country - and the economic genocide currently being employed.

EU Commission has their own criteria for membership. Report gives a hazy picture for corruption. Report of this poll has no impact on membership of European Union.
Economic benefits and other facilities available to members is guiding factor.
