Alas, I've suffered from this condition all my life, and no amount of supplements has helped me.
What I do is soak my feet in a warm tub right before going to bed, and as soon as I take my feet from the water, I slip some socks or slippers on...just till I get in bed, then I take them off. It works for me most nights.

I would say wear socks and after a short period of time take them off. I have the opposite problem. I have to stick my feet out of the blankets and after a short period of time, in the covers they go.

Sorry this will be long, but great tips...
1. EXERCISE - A MAJOR KEY TO EXCELLENT HEALTH.
Love it or hate it - exercise is good for the circulation!
2. HERBS. There are a number of herbs and spices which help blood circulation. These include ginkgo, cayenne, and ginger.
A. GINKGO. This is detailed in last month's article.
www.alternative-healthzine.com/html/0400_2.html
Ginkgo is well proven to help circulation, and thus helps in very
many cases of tinnitus, dementia, Alzheimers, poor memory,
lowered sexual function and difficulties with circulation to the arms
and legs - such as Raynaud's syndrome, which affects the hands.
B. CAYENNE PEPPER has an affinity with the blood - which is
appropriate, given its red colour. Cayenne is a mild form of chilli
powder. So you could get similar benefits by eating lots of curries!
Cayenne has the reputation of stopping bleeding. For example, I
have seen it stop a severe nose bleed in seconds. How? put a
teaspoon of cayenne in water, and drink quickly. All I can say is - it
worked; I don't know exactly how. Cayenne is said to 'equalize the
blood pressure all over the body'. So probably it was something to
do with this.
In any case, the person involved was very happy, having watched
their precious blood pour away for ten minutes.
Cayenne also has the reputation of being an emergency aid in a
heart attack. Certainly, if I had a heart condition, I would keep a
dropper bottle of cayenne tincture with me at all times, ready to
take a squirt if I ever felt the need.
Cayenne can certainly give symptomatic relief in the case of piles
(haemorrhoids) and varicose veins.
Dosage - Start off with a capsule with each main meal. You can
increase to 5 or 6 capsules a day; but like most people you may
need to take it in the middle of a meal to avoid a burning sensation
in the stomach.
Cayenne can beneficially be poured onto open wounds - it stops
bleeding and helps bring white blood cells to the area. So there
should be no need to worry about aggravating stomach ulcers, if
you have them. (In fact, if I had a digestive ulcer it's one of the first
things I'd take to help.)
Can you sprinkle cayenne on food? Certainly - but you'd have to put
a fair bit on the food to equate to one or two capsules worth. But by
all means use it in place of black or white pepper. These assist
circulation too - but cayenne is stronger.
C. GINGER. This has a boosting effect on the circulation, and
seems to have a particular affinity with the abdominal area. It can
easily be taken as a tea.
To make it, take a few slices of fresh ginger root, and simmer
gently in a mugful of water for 5 minutes. As it is good for the
abdomen, you can sip it throughout the day if you have abdominal
cramping, period pain and indigestion.
Many people find ginger tea a refreshing drink for during the day.
And if drinking it means you drink less tea and coffee - so much
the better!
3. BREATHING
Most of us use the Lungs at a small fraction of their full efficiency. If we carry out deep breathing to use the Lungs more fully, this will get more oxygen into the blood, remove waste products from the blood - especially carbon dioxide - more quickly; and generally help to speed up the circulation of the blood.
To see how little of the Lungs you really use, there is a free test you can take at the website of Mike White the 'Breathing Coach'. This is at: www.breathing.com?ahz
Do you want to improve your breathing? There are some exercises
at Specialist Herbal Supplies website. Go to this page;
www.specialist-herbal.com/html/3__healing_exercises.html
and do the 'Lung Exercise' or the 'Abdominal Breathing' exercise.
CAUTIONS ABOUT IMPROVING CIRCULATION
DON'T DO TOO MUCH TOO SOON
If you're not used to exercise, or taking loads of cayenne pepper or ginger, don't overdo it at first! Start Gently!
Take extra care if you're taking prescription drugs - especially for circulation-related problems; or if you have any other health condition. Introduce any changes slowly, and note any reactions to what you are doing. Preferably ask your doctor's advice first. This is only common sense.
EXERCISE: If you don't get much exercise, you can start off with, say, walking. At first, just walk a moderate distance - perhaps half a mile each day, or two or three times a week. Or do a shorter distance if this is too much.
After a week or two, slowly increase the amount you do. But always be sensitive to your body's reactions - as with any new health regime.
If you are not in great health, just introduce any changes slowly, and there should be no problems. If you have any concerns after starting measures such as those suggested here, please consult a properly qualified advisor, such as a medical doctor. You are also welcome to contact us here, and we'll be pleased to offer advice.
HERBS: If you are starting to take cayenne pepper, for example, you can take just one capsule a day. Take it in the middle of your main meal. Then, after a week or so, if you are comfortable with one capsule, start increasing the amount taken. Some people work up to 3-6 capsules a day.
Don't be put off by these cautions, though - they are just sensible measures that you should follow whenever starting new health measures.
Even if you are not in the best of health, carefully improving circulation will help your body to make the most of the faculties you do have; and will help your body to cope with any extra burdens it has due to reduced health.
GOOD CIRCULATION IS VITAL!
Keep your circulation excellent to keep healthy - and help you to live a long and fulfilling life!
Good luck!
