There are a few reasons I can think of that people can be so cruel and hurt others so easily. It has not been the first time and I am sure it won't be the last. It could be that people have had a poor childhood, the parent could have a drinking problem or be abusive because they were when they were young, or the parents could not raise their kids and left them with aunts and uncles or grandparents and situations were not their best at that time, they could have been bullied in school or been in trouble with the law at times, have a really deep dark secret that they can't share fearing it might make a situation or mattter worse. Raised to hateful. Could be any of these things and more. Obviously there is nothing that you can do if you are wondering it is just up to the individual to change their ways and have more respect for other people so other people will have respect for them.

Some people have issues. They hurt, so to lessen their own pain they want others to hurt as well.
For other people, it's power. Some people are very dominant and feel the need to control everything, sometimes even other people. Some people actually like the feeling of power they get, from being able to cause pain to another person, and even see them cry and fall apart. Makes them feel "big."
And some people are just plain psychotic.

Because they are selfish individuals with an over-inflated value of self worth. They think the world revolves around them and give others very little consideration.
