IE 7 was designed to run with Service Pack 2 installed. It will work with SP 1, but you may run into some problems. I used it for a little while with SP 1 and then took it back out.

yes, you absolutely can install IE7. I have try it myself with my new laptop.
You can intall using autopatcher (include many windows update)
