Stallone was inspired when he attended the Muhhamad Ali v Chuck Wepner fight. Wepner lost pretty much every round of that fight and bled heavily. The thing that made the fight a little interesting is that Ali got knocked down and was hurt a few times in the fight. Wepner was a huge underdog. Thus Stallone had an inspiration for the Rocky movie. Remember Rocky lost in the first movie. That one movie was closest to real life story you will ever have from the Rocky series. Every other Rocky movie was based purely on fiction.

sadly for you- there was no real rocky balboa, but a fictional character created from a combination of sly stallones imagination and a certain unknown fighter. as it happens chuck wepner was the fighter rocky was based on; chuck was a nobody fighter who was offered a one in a million shot; to fight muhammad ali, just as rocky was offered to fight apollo creed. (a character loosely based on ali)
Chuck was originally picked for a publicity stunt, so that ali would gain popularity by giving an underdog a chance, but chuck trained hard for two solid months and although he was beaten by a technical ko, he managed to knock down the champ in the ninth round, and the idea that an underdog could go the distance really appealed to sly stallone.
Sorry about the fact that there is no 'real' rocky, but i hope this answers any doubts on the matter!

There was a real boxer called Rocky Balboa like your friends have said but he wasnt very good, if you go on Boxrec.com you can get some info on him. What the other answerers have said is correct the Rocky story was based loosely on the story of Chuck Wepner, but as i said loosely.

I happen to be related to chuck wepner and yes the first rocky movie was based on him. He went 15 rounds with Ali which was such an amazing accomplishment. There was an ESPN special about him called "The Real Rocky" made a few years ago and a movie about his life called "The Bleeder" is in the process of being made
