i saw on a link where there was a illegal alien holding up a 25,000 dollar check from what he won ?? whats with the double standard

You don't have to be an American citizen in order to win the lottery. Unlike most countries lotteries you don't even have to spend the money won in the United States.
Now with that said how did you know he was illegal? Was he holding a check in one hand and not the green card in the other? What are you talking about double standards? As long as you selling a lottery ticket to someone who is 18 years of age or older then they can win the lottery. By the way FYI legal foreigners have the same right as you do with the exception of voting!!!!

AFAIK anybody can enter the lottery: foreign tourists (and other foreigners) are welcome to do so, but they will have to pay tax on their winnings even if they go back home before the drawing.

The point of lotteries is to sell tickets and make money. The only cases I know of where a prize has been refused have been where the ticket was bought by an underage person, it was in Britain and she was under the age of 16.

Any foreigner could presumably have an agent in the USA buy a ticket for him or her. An Australian syndicate did that -- buying 5 million tickets in 72 hours and winning $27 million when one of those paid off. And the winners never set foot in the USA. That case gave rise to some opposition: perceived unfairness of aliens using strategy to increase their chances of winning. But it wasn't illegal, and gamblers forever have been doubling their bets when they thought the odds shifted in their favor, and also when jackpots increased to phenomenal size.

It doesn't matter who wins it ,the USA gets the taxes for it .If he won 25K he will only get about 14K or so.Its like winning big in Vegas .Uncle Sam gets his ,never fear.

That check was before taxes ,so for once we know an illegal alien will pay his taxes .Trust me the government will get the money from the winnings before this person,or anyone collects.

Is there any thing that says only US nationals can but lottery tickets? I was under the impression that the government numbers racket sales peopleworked much like the mafia numbers racket sales people... if the sucker, oops, client, has the money, take the bet. No proof of citizenship is necessary.

Having the same problem in my country where banks offer a prize for every 150 dollars you have a chance of winning 1000000 dollars.. and usually foreigners are the ones that win :(
