Just make her. Don't spoil her and carry her up. When I got my little dog from the pound she wouldnt go up and down stairs either. Just keep walking with her leash in your hands. If you have to, move her legs for her. She will get it. You can't give up and carry her though. You have to be consistent with it and let her know its not an option. And dont ask her to do it, tell her.

The way I got my little Chihuahua (Daisy) to go up and down the stairs, I would go up or down the stairs and then call her. I would have her favorite treat and it worked for me. Just make sure that the stairs are not to far apart for her. After they do this for the first time dont forget the hugs and kisses, and give lots of praise. Just Keep working with her.

A lot of dogs (espesially small ones) are not able to or do not want to go up and down stairs. It could hurt her legs or she just might be afraid. Try buying her favorite treats and put her at the bottom or top of the stairs. Coax her into it and sooner or later she'll get used to it.

Bad stairs. There is no such thing as a bad dog, maybe a badly trained dog, but I don't think that is the case here. the steps are probably too big for the dog to do.

Maybe she's too small, or if its a whole flight of stairs maybe she is overwhelmed by looking at them. Try putting her in the middle of the stair case and walk up, and call her to follow you.

Leave her at the bottom of the stairs and walk up them and call her until she comes, then praise her and give her a treat. Otherwise eventually she will probably learn on her own.

I have the same problem with my St.Bernard puppy. She's scared of the stairs so we just put her on them about half way up and encourage her to go up the rest. Usually she does and she can go down just fine. Just keep encouraging your dog. :)

If the stairs are too big for her she may never do it. Try putting treats on each step though.

When my lab moved in with me she was afraid of stairs.

I used to put treats on every step and stand at the bottom calling her. High tone of voice, sound very excited. LOTS and LOTS of praise. Don't try going towards her, she has to do it on her own, let her come to you. Mine started out with three steps one day. A few more the next day and then all the way down. She flies up and down them now.
