you should clean up the poo, so the smell is not there any more. Then spray with an "attractant" spray. You can usually get them at most pet stores. You just spray the area where you want your dog to "go." Once a dog gets used to going in the same spot, its hard to break them of it. Our dogs go in exactly the same area of the yard everytime they go. Like others have said, also try using a leash to get your dog farther away from the concrete.

When you let her out to go, you have to put her on a leash and walk her over to the spot where you want her to do her biz. You have to do it lots of times and every time until she gets the idea that it's the place to go. You'll know when she starts leading you over to the spot instead of being led there.

surely its easier to clean up and wash on concrete than grass

I would be happy about that, it is also easier to clean up just spray down with the hose after you pick it up...
