he says hes been hurt in the past and isn't ready but i feel it is nothing but an excuse. he also does nothing to pursue me anymore

A rose is still a rose. You remember that! So, no matter if a guy doesn't want to committ or he is not treating you the way you want. You have to remember you are still a prize!
If this guy doesn't want a relationship, there is nothing you can do that will be worthwhile. Let him figure out what he wants. In the meantime, you work on yourself. You can't make anyone love you, if you can make someone love you, then you don't want it. It's not genuine if you make someone be with you. There are plenty of opportunities available to you. You may be blocking your blessings by sticking around waiting for this guy to commit. Let him go and if he comes back then go from there.

You cannot make someone do something they do not want to do. The more you try to comvince him otherwise, the further you will push him way. Give him the space he needs-let him miss you. if you do no hear from him-you'll know and can move on.

If he doesn't want to be in a relationship and you do, you only have one option. Move on. Why would you want to waste time on someone who doesn't want to be with you? Instead you could be out there finding someone else that will appreciate you.

I read a book called "HE'S JUST NOT THAT INTO YOU" in which the author explains that if a guy really wants to be with you, he will put the effort out and will do what it takes to be with you, otherwise, he's just not that into you. READ THE BOOK, ITS GREAT!
