eat less than you burn. any other answer is crap, you can't pick where your weight will come off and if you build the muscle under your problem areas, they just look bigger. build muscle bc it burns more calories but don't concentrate only on problem areas.

Unfortunately, you can't slim down specific parts of the body. As you lose weight, it is going to come off as it came on, so for women, hips will be the last place (the belly for men). Just eat right, excercise, and it will all slim down. Just be persistent and hang in there - if you want specific excercises, you can go to bodybuilding.com and there are loads of tips there.

Biking. Biking works your lower body as well and your core muscles and is easy on the joints. One hour on the bike can burn loads of calories and work the muscles in butt and thighs. It is hard work though very effective.

You have to lose bodyfat all over. You can't spot reduce without plastic surgery.
As your body fat % comes down, it will also come from your thighs and butt.
