Need to understand what this term means for all u engineers out there!!

It means to REVIEW.

It means one of two things, depending somewhat on who's doing the asking.

If it's the designer (i.e. engineer), installer, or customer ... it's to review the content of the drawing to determine interfaces with equipment or facilities not shown on that drawing. Basically, how does what shows on the drawing interact with everything else in the immediate neighborhood.

If it's a senior draftsman, it's about how the drawing was made ... are the title blocks correct? Is everything situated clearly (and correctly) on the print? Are the line types/fonts/symbols/etc used correctly? And so on.

Both cases are "structure". The term "blueprint" refers to older drawings back when copies were made using a tool called a Gestetner (after the company that manufactured the tool), which produced a photonegative of the original black-print-on-white-background and gave a white-print-on-blue-background as a result.
