If he is not a naturally vocal dog, you may have trouble. However, if he barks on a fairly consistent basis, this should be easy.
Praise him and give him a treat whenever he barks at an appropriate time (don't reward him if he barks at the mailman just to reward barking, for instance - he'll think he should attack the mailman!).
Give the cue you want to use (speak, bark, etc.) just before you know he is going to bark, such as when a car pulls into the drive or he needs to go outside. After doing this a couple dozen times, try giving the cue when not in context. Make a big fuss if he barks. If not, go back to cueing at predictable times for a few more days, then try again.

Our dog always barks at the hairdryer when it's pointed at her. So we would say "speak" and point it at her and then praise her when she barked. Once we got her to speak on command we switched it to a hand motion by saying "speak" and doing the motion. Just working with them often you can get them to do about anything. But make the training sessions short or they get overworked and ALWAYS end on a positive note, or they won't like training if the last thing they rememeber is failing.

Im thinking the same thing when I taught my dogs tricks Id roll them over or make them give me their paw (basically do it for them) and reward them then they do it for more rewards but I think teaching it to speak is a little harder.
Like the person above me barking at pets gets some dogs going so repeating speak when they do and rewarding them might be the answer.

A dog can't wait to tell you he wants a treat! Before you give him one ask him what he wants, one bark or woof will do. Before you ever give him a treat.....make the little monkey do something, anything...then give him praise and a treat. My dog can sit, lay,speak, speak quietly (woof), sneaze, dance, crawl, roll over, shake, find the correct toy, person, or object. Time, Treats, Praise and Love, is all it takes.
Also he does 50% of this by hand commands alone. Make sure your dog does his tricks only when you ask, as he will ask by doing what he knows and drive you nuts! Don't over treat him!!

when he does bark tell him he is a good boy and say "speak" often.
Sometime I can get my dog to bark when I say speak and sometimes I have to bark at her to get her going.

if you go to your local pet shop..you can ask an employee there.. i went to petco and they have professional dog trainers there and they gave me tips and when i took my dog to get trimmed.. they would try to train him there.. before he was a wild crazy thing.. and now he is calm.. and he actually listens.. good luck
