It is almost impossible to jam a cell phone. They use frequency hopping techniques and information coding that make it virtually impossible to jam. By the way, don't try. If you're caught you're probably looking at a few years in jail and tens of thousands in fines.

A tesla coil will do the job. Much easier than trying to interfere with radio transmission. And it is much easier to explain away legally.
