I don't know the exact position but I know who are entitled to use it. Any person who atleast can fool a million people at all times can use it. I mean all ministers state or central.

It should follow protocol norms...specific GOs are existed in each state confirming category of people who can use such lights. But many are using with out authority. Support corporation chairmans can not use, but they are using.
