Yes, a stationary bike (or any vigorous physical activity for a significant duration) will help you lose your babyfat.
Even though you are using your legs to work the pedals, your body will use any available fat stores when it's looking for energy.
This will tone your butt and thighs, however, but you need to have a clean diet if you want to make sure to minimize the overlaying fat.
Try to eat 5 small meals a day, being sure to include lean protein and complex carbs. Stay hydrated, drink at least 8 glasses of water a day. Proper rest (I know it's hard with a new baby) is also important to keep fat at bay.

The best way I have found to burn fat is with the treadmill. Walk at 4 mph (6 km/h) with a 15% incline for one hour, three times a week. You will burn about 1,000 calories per hour. You need to work your way up to that speed and that incline. Start at 3.5 mph with a 6% incline and keep an eye on your hart rate. Every minute or so increase the speed and the incline, if your hart rate goes too high, reduce the speed and keep the incline. When it comes down, you go up again. The stationaly bike will not help much with the core muscles, but the road bike does engage the core as well as the arms and of course the thighs. It will not build thigh muscles unless you go sprinting.

A stationary bike will achieve all of this for you over time. Although walking is the best over-all body work-out, dedication on a stationary bike will achieve what you want.

It certainly can't hurt. It will probably benefit the legs and tushie region more so than your abs. But is still good for cardio. Try the time tested ab crunches and sit ups for belly issues.
