If so how will the picture quality differ from that of a plasma with a built in HD tuner.

2. If you have built-in HD tuner in your plasma, that would give better result as compared to use external HD set top box because built-in design will process the signal more accurately and there would be less losses and less distortion

A plasma with a built-in HD tuner will be an HDTV set. It will have much better picture than the SD plasma. Do not confuse HD tuner with a digital tuner. At present, I know of no TV that has a digital tuner that is not HDTV. Eventually, as analog TV is turned off in 2009, I expect there will be non-HD sets with digital tuners, but that hasn't happened yet. The HD tuner is often identified as an ATSC tuner in the TV specs. If you have an SD plasma, and connect a set-top digital tuner to it, you will have to use either the component (yellow plug) or s-video (small 4-pin plug) connections. You will not get HD (even if that is what's broadcast), but the picture will definitely be better than the analog you have been getting.
