There is one guy, one of my ex-boyfriends, he broke up with his girlfriend (they were together for 4 years..) last week and he insists that we should be together, we talked about this even before he broke up...I said clearly to him that I don't wanna be with him...and I even told him that we shouldn't see each other for a while... but he still calls me everyday.. and insists to see each other... he's very stubborn..

can can I make him understand..?

I'd ask yourself whether you want to end this problem or not.
If it's not that important, by all means, keep answering his calls and talking to him.
If you actually want to end it...
Do NOT talk to him. Be MEAN if you must. BUT by no means will you continue to communicate with him, and if you think there is even a small risk that he could be dangerous to you, you should tell someone, or tell someone close to him (parents, a close friend, somebody he might listen to!) about his behaviour and about how much you NEED him to stop contacting you.
THEN, maybe after a few years, he might have forgotten you, but I would not push you luck.
Your last statements "insists to see each other... he's very stubborn".
You are being a push over, he'll get over it, or he'll die trying in the ultimate worse case scenario. Either way, his problems are not your problem. Solve your problem.
P.S. Why does he need to understand, really? It's over, no more talk. Over.

Send him a letter by registered or recorded post making your views absolutely clear...make sure you keep a copy.If he still bothers you send another by registered post saying if he doesn`t lay off you`ll count it as stalking...again, keep a copy.If those two don`t work, ask the local police for advice. You may need to go down the road of restraining orders and so on.
