The atheist.
God never called anyone to any kind of religion, but for everyone to lead a good moral lifestyle.
A Christian, making a commitment to God, is then held to a higher standard than someone who didn't make one, like an athiest.
Now what God commands is that all who turn to Him only worship Him and no others. If an athiest never worships anything at all yet lives a good moral life, he would enter into heaven before a Christian who entered into a covenant with God and ended up doing (in this case) many bad things.
Another question to ponder is if that Christian repented just before he died, how can one accept his words as sincere? If he had years to repent and correct what he did wrong but waited until the deathbed, where is the sincerity? Yet an athiest who continually lived a good moral life would show his sincerity through his actions. This is a good example of seeing the "fruits" of a person.
Shaul (Paul) explains this in Romans 2:
14 For when Gentiles who do not have the Law do instinctively the things of the Law, these, not having the Law, are a law to themselves,
15 in that they show the work of the Law written in their hearts, their conscience bearing witness and their thoughts alternately accusing or else defending them,
16 on the day when, according to my gospel, God will judge the secrets of men.

God has already given the answer to this
Isaiah 64:6
But we are all as an unclean thing, and all our righteousnesses are as filthy rags; and we all do fade as a leaf; and our iniquities, like the wind, have taken us away.
Ephesians 2:8-9 For by grace are ye saved through faith; and that not of yourselves: it is the gift of God:
Not of works, lest any man should boast
John 14:6
Jesus saith unto him, I am the way, the truth, and the life: no man cometh unto the Father, but by me.
The ONLY thing that will get anyone to heaven is to trust in Jesus for full payment for their sin....read the link below

According to all the sources i know, the church condemns all who is not of that religion and certain churches allow people to confess and redeem themselves. Of course, if God was real, he'd choose the atheist and the Christian as long as the christian was sincerely sorry.

You have it all wrong. Isaiah says, "There is no one who is good. No not one." Christians do alot of bad just like everyone else but we confess our sins (if we are true Christians) and we are forgiven only because we believe in Jesus. Then we are clean to try again and walk better with Him. To God, it's not about being a good person. No one can be on their own. It's all about whether you accept or reject His Son.

Kitty, who can know the mind of God? But actually, your question is simple enough to answer. Who goes to Heaven? A good person who never believed in God or a contrite believer? Ask yourself this: "When the Day of Reckoning comes what will God say to the backsliding but repentant Christian... 'Come into the Paradise I have prepared for you, for you always believed in Me, you always loved Me and you are sorrowful for your sins...'?"
What will He say to the one who never believed in Him and never had any use for Him? "When you were on earth you made your own paradise. You denied my existence then. What use have you now of the Paradise I prepared for you?"
It is simple Kitty, one who refuses to believe in God has turned his back on God. He has done this of his own volition. Why should God have anything to do with him come Judgment Day?

God chooses a person to go to heaven if the person obeys God's direction or order.
One of God's directions is to believe in Him, believe that He exists.

I'm sorry, you will likely find this answer lame, but we simply can't say. We are saved through Yahosha's (Jesus) sacrifice, and obidence. But it is YWHW (God) alone who can make that judement...and why would an omnipotent God have to chosse only one? Why would that ever come up? He can pretty much chosse whatever He wants.

If you accept the Christian mythos, only the christian would go, because you have to accept the Lord into your heart before you can go to heaven.

I'm guessing, but maybe God would choose the person who doesn't claim to know what God thinks, and use that claim to bully other people.

I don't know the mind of anyone's God. Karma, however, puts good people in good rebirths (such as heavens or other pleasant places) and bad people in bad rebirths (such as hells, or ghosts) -- all according to their motivation and action.
I believe in Karma, and not God, however. Perhaps it might be best for you to think outside the Judeo-Christian model for validation on this one.
