There is actually a sign for the word hello. Use an open hand, palm facing out with all fingers together. Bring your hand up to the side of your forehead then out (sort of like a military salute).

wave or just say hello. The majority of the time, they can read lips. Speak to them as if they were hearing, don't go overboard and scream...they can't hear you, remember? It is very offensive.

You can show him/her your lips' movement while speaking 'HELLO' slowly.
You can use sign language if he/she can communicate by it. You can write 'Hello!' on a piece of paper or one of his hands.
The strongest message of 'hello' can be delivered by the echo from your heart.
