You can book rail tickets on-line by making payments through credit card/net banking/itz cards.
For this you require a Internet connection with printer attached to it.
Log in to http://www.irctc.co.in/
Registration is free. You find the availability, book it after paying and print the ticket. Please note u will have to carry a proof of identity when travelling and disclose it while booking the ticket. Normally Rs.50/- is charged extra on these bookings.

Yes you can book train from any where in India to any destination in India. The site is www.irctc.co.in You need to be registered. The registration is free. For payment, you can pay using various modes, the common are through online banking a/c, credit cards and ITZ cards.

each railway train can be booked through internet be vairios cards like ITZ cash cards are required.
you can book the ticket on www.indianrail.gov.in,
but it is good to book the ticket through reservation centres as extra amount is taken while booking tickets
