If you contact The Post Office in that area, or a local Councillour. The will have a copy of the Electorial Roll...you can then look up the Street/Road then the relevant number. Whether or not you can do any of the searching on line I do not know.

I searched on 192.com you need an account to find out that information. It is listed and I know who lives at that address but i Legally can not give you the names you have to look yourself

You dont need an account...just click and see who else resides at same address you will soon see all the names....hope this helps

You could go there, knock at the door, and ask (why not pretend you're doing a survey?). The names would be on the letterboxes in any case. Alternatively, go to the house next door and ask the people there what their neighbours' names are.
