With the world recession at the moment, I'm afraid you're not going to find any country that offers you free tuition, especially if you don't speak a language other than English. If you live for three years in a country then you'd pay domestic tuition rates (about £3070 a year in the UK, and less than that in most European countries) but not many people are willing to wait that long. Sweden no longer does free tuition certainly, and I've never heard of anyone else doing it for international stuents

I am pretty sure schools in Germany are free to all students. Also, you might look into studying in Asia?

Your best bet would be to start with embassies for the countries where you want to study. They often have an education liason who can answer questions about studyig in their country.

Some countries are not free - but are much less expensive. Canada is a great example of low cost education as the exchange rates are very favorable - if you are from the US.

i don't think universities gives free tution fee to international students. But getting a degree would be cheaper for international students who would study in top ranking universities in third world countries.

In France you have to pay a little fee. Like 300-400 euros a year I think.
Contact universities directly for more details.
