Assume to minimize waste that circle of radius x is cut from a piece of cardboard where the sides all measure 2*x.

Area of square cardboard = 2x * 2x = 4x^2
Area of circle cut-out = pi * x^2

Waste = 4x^2 - pi *x^2 = 0.85841*x^2

Waste,W, is the original area, A, less the area of the circle, πx^2, so
W = A - πx^2
