If someone says it's difficult to have an "intellectual" conversation with someone, is this a nice way of trying to tell them they're not very smart?

No, it means you're not as well versed on the topic as he/she is. Education and intelligence are two totally different things.

I think that by using the word "intellectual" in the way that you did would be saying that the other person wants a conversation where the other participant is willing to give it their all, and actually think about what the two are talking about. The person wants to get thoughtful opinion and ideas and general feedback, wants the feeling that the other person is acgtually thinking and feeling the conversation, usually about something that is important or taboo or something like that

It's not so much as they aren't smart just maybe they can't express themselves intellectually. but it probably is a nice way of saying they are an idiot. although i have had some pretty good conversations with people i find to be lacking intelligence

It would depend on the situation. Perhaps the one saying it wants to discuss something in which the other person has no interest or knowledge.

I have a few acquaintances who never want to talk about anything except fluff and nonsense. (Notice I said "acquaintances" and not "friends". LOL)

I have thought that, but it wasn't because the person wasn't smart. It's because they wanted to gossip or discuss their hair.
