Is it possible for some animals to be retarded and the person eating the meat to have certain side-effects reflecting the retarded animal they just ate???

E-coli is a bacteria found in fecal matter. Meat is tainted with it during processing if it comes into contact with feces at the processing plant. The recent outbreak of E-coli poisoning from spinach came from either fertilizer or run off from another farm where animals were defacating in a field and the bacteria was carried by rain run off.

If you're talking a born birth-defect in the mental area, then probably not.

If its retarded BECAUSE of some sort of spreadable thing...maybe...
