When it's asking for ground chocolate it means that chocolate should be grated to form dust. However, you should cut your chocolate into little pieces to have chips or you can have them bought so.

If you mean cocoa powder and chocolate chips. The difference is sugar, cocoa butter and vanilla. Cocoa powder is pure unsweetened cocoa. Chocolate chips are sweetened with sugar and have cocoa butter, vanilla and other ingredients added.
