Time of process.

Green chilis are younger and fresh. I am thinking of Anaheims or NM green chilis. When they are dried they will become red, or rouge. This is what makes the powder.

Both Red and green chillies are spicy. Green chillies are starting stage. later it is plucked and kept for drying.

wel...actually, generally, red chili is ripe while green is not...some chili is green because of their genetic...they r simply born to be green...

Green chillies are more than spicy whereas red chillies are not so much as they are dried.
