How does saying "what's up?" show in any way that a girl wants to get together with you??? That makes NO sense! You also made several mistakes...
1) You gave the girl your number and expected her to call. To a girl this constitutes that the guy is a wuss. You gave her your number and expected her to call? The GUY is supposed to call silly! You were supposed to get HER number and call her. It is the guy's job to inititiate - not the girl!
2) You saw a pretty girl and let warning flags go off in your head. Your imagination ran off with your brain and left reality in the dust. If it has only been two days, she may still call. If it has been over a week, she is NEVER going to call. Was she teasing you? No, she was hoping you would ask for her number instead of giving her yours. Was she scared? No, or she would not have said a phrase like "You're cute." This is girl speak for maybe I would date you, or it is girl speak for you don't stand a chance. In your case, I think it was the former until you forgot to get her number.
3) You are waiting by the phone. She knows this because of the number thingy. She will not call because she got the impression that you may have been desperate.
Altogether, I think you lost your chance with her. Although, if you see her again, ASK FOR HER NUMBER!!! You should set up the date man! Though most likely, I will wish you good luck with the next girl that comes your way. Good luck!

She probably figures that you're not truly interested in her. You should have asked for her number and/or asked her if she'd like to go have a latte. She was brave enough to make the first move. The ball's now in your court.

i think it could be either.
she might really like you, but doesn't know if you like her back.
or she might be just saying what she thinks about you. sometimes, a girl can think a guy looks good, but that doesn't always mean that she has a crush on him.
