If you mean water that's been sitting in a plastic bottle and it stinks - probably bacteria and fungi contaminated but it won't kill you. Good way to prime your immune system.

If it smell, then yes. Water that sits for a long period of time becomes grounds for bacteria. Its like when you to a damn and the water in the reserves has an odor

Water, in any potable form is, by law, considered to be free of (harmful) bacteria and pathogens. Maybe you should consider the source and the "pot" that it is in. Sulfur smells are common to wells as a chlorine smell may be from local tap.
