My son is 40" in his abdomen. To reduse the risk f Diabetese I want him to reduce his flab in his waist. By exexrcise & food control I want him to reduce this unwanted fat.

Your concern is well placed, sorry no pun. Males with excessive abdominal fat are at risk for Type II Diabetes,and cardiac issues.
The best fat burning exercises are:
1- Cross Country Skiing, whether on a machine or for real
2- Running
3- Swimming
4- Weight lifting
Situps/crunches won't appreciably reduce the fat. They WILL reduce overall girth, since the abs and lats are toning up. But the fat cells won't shrink overly much.
You don't give your son's age, so I don't know if he's in school, where you could compliment his PE program.
Foodwise, well he's eating more calories than he's burning. So his body's storing the excess. If you haven't already,cut out:
soda (you can switch to diet sodas, then reduce the amount. There's some evidence that chemicals in diet soda help the body retain water weight.)
Fatty snacks- Chips, cookies etc.
Finally YOU need to provide regular meals, and mealtimes. The best way to do this is eating small amounts frequently throughout the day. IF he's snacking because he's bored, he needs to change his schedule.
I will tell you it ain't gonna be easy. There is NO easy way to reduce- TV ads to the contrary. It took time to gain that bodyfat, it's going to take time to reduce it. He will need positive support from family and especially his friends.

Want to lose the paunch, do ya? All you need is a good pair of shoes and decent shorts and pavement. Start running at an easy pace for about 20 minutes 3 times a day.

Increase to about 30 minutes a week later and steadily increase intensity with each run.

If he gets bored, buy him a Sports MP3 player with earphones that loop around the ear.

Create variety with the run to eliminate more boredom like interval running by running fast for half a minute, moderate for 3, then fast for another half minute (the object here is to push yourself and having fun at the same time)

Change routes so the scenery changes.

Cardio is essential, it can even be low impact like the elliptical or stairmaster, even walking around the neighborhood will make a difference, it burns calories quick and you work up a sweat. After cardio comes the given: crunches, sit ups; they are more effective and better on your back if you use a balance ball, When he's doing any of these he needs to suck-in and stand up straight and it will be way more effective plus better posture. As far as the diet goes water is key, especially with exercising, it helps with hunger and is cleansing for the system, to reduce body fat you need to reduce fat intake, not completely, I mean like the bad fats for example chips, candy, red meat with high fat, grease. Avoid empty carbs once again chips, candy, soda, any thing that your body can not benefit from. I Suggest veggies, fruits, meats high in protein low in fat, (protein fills you up) plenty of things with fiber for example oatmeal and remember you can never have enough water!

I don't know your sons history. I would suggest that he see a doctor to make sure he is medically fit. Then ask for advice. A nutrishionist and start with simple exercise. Maybe join some place like pro-care and let them evaluate the situation.
