well he's hot, real nice, and sweet, + we get along okay he's not sure about goin w/ me because he's a bit older so what are some things that would make him understand that we can workout?

I think you're TOO new in high school to start dating an older guy. Here's a list on why not to put all your trust in this guy:
1 you don't know who he's been with during his h.s. years
2 most of these guys think freshmen are an easy target
3 they start out nice and then ignore you
4 he won't be the same person later on after you guys went out
5 usually they bet with their friends especially if he's a jog or a senior
6 once they get what they want they forget about what you said or felt
7 they'll leave you depressed and then you'll stop trying at school
you're not young to fall in love but I think that you should put your interest in school and not guys no matter if your best friend or all your friends have a boyfriend this is only gonna make you fail in h.s. and you'll regret it later on I think you should wait untill you're a little bit older and you get used to the h.s. world because jr.h.s. is way different than h.s. just try going out on dates as friends and get to know each other but don't be too easy on him let him know that you are a mature girl and that you're looking for a solid and mature relationship.

be careful he might take advantage of you since he knows you like him, and older guys always have to be careful with younger girls, if he's about to turn 18 then you gotta be careful cause he can get in trouble for dating a minor
