I am going to guess you mean verbal communication. Every child is different. We started using sign language at around seven months, by 10 months our daughter could sign back to us about 10 or so words. As she developed spoken language, the signs went away. Now, at 2 she is quite verbal, talking non-stop. There are several web sites that list speech milestones for children, I have listed the link to the Mayo Clinic for you.

Define "communicate." Babies are communicating with us from the day they're born.

My older daughter started talking when she was 9 months old, and she hasn't stopped since. :)

Our 16-month-old daughter has about 120 words that we can understand, but when she adds gestures, or we ask her questions to narrow things down, she can communicate much more.

But I also know kids who, despite being very smart and having no hearing problems and lots of stimulation from their parents, just didn't talk at all until they were well past their second birthdays.

The window of "normal" is pretty darn big.

They can communicate via sign language at a very young age, 6 months, but this isn't recommended as it can cause speech delays. My 17 month old son doesn't really talk yet, but he sure knows how to get his point across!

My daughter could communitcate one or two words to me at a year but it was until around 18 months that her vocabulary was extensive and she could make sentences. She is two and a half now and can hold conversations.
