Prosecute them for animal cruelty

Document, document, document, then file a suit! Call the police every time this is happening. Get pictures and or video and or audio recordings.

But then again... I have to agree with the people who say not to leave your dog outside unattended EVER. This is a sure way to make a nuisance dog... a barker, car/person chaser, yard aggressive dogs, etc. Your dog just wants to be part of a pack - your family pack that is. If you absolutely can not bring the dog into the house, you might need to consider re-homing the dog, if it's even possible anymore since he's become savage in your own words.

You are absolutely responsible in the eyes of the court for the behavior and actions of your dog. If your dog bites, you are liable. You need to take the necessary steps to prevent a bite from happening IMMEDIATELY. Even though the dog may be provoked...the courts do not look kindly on biting dogs due to numerous fatal incidents.

How is this person having access to torment your dog?

If it is a neighbor, you must report it, but more importantly DO NOT LEAVE YOUR DOG IN THE YARD WHEN YOU ARE NOT OUT THERE SUPERVISING. At the end of the day if your dog were to bite that person, it doesn't matter whether they were being tormented, your dog will be at fault in the eyes of the court. You must protect your dog.

Also, never ever ever ever tether a dog... it very quickly leads to aggression especially if they are being tormented by people or other dogs passing by.

And if this is happening often, you may need to re-socialize your dog to people.... enlist the help of an animal behaviorist in your area that uses positive reinforcement training. The Association of Pet Dog Trainers (www.apdt.com) has listings of trainers across the country so you should be able to find one in your area.

And then, you MUST manage the situation. You cannot have this person around your dog, ever. I'm not sure if you can get a police order of protection in this case but it doesn't hurt to ask and file a complaint. Crate the dog or leave him with a friend who knows what's going on, to protect the dog from this person. Would love more info: how old is the dog, what is the person doing, etc. Thanks.

If your dog is being left outside, bring your dog inside. A crate is very helpful for training dogs to be housedogs and is a much safer place for your dog than it's current location.

Best of luck. It sounds like you really care about your dog. Take action to separate your dog from it's tormentor. You have a right to be concerned.

Call the police. You have rights, but good luck with that. Cops are so overworked they never get there in time to do anything.

Get a hose. Squirt them off when they're mean.

Get a bucket that you can lift when it's full. Empty your fridge into it. All the nasty things that aren't fit for human consumption. The smellier the better. Add some water (or stewed tomatoes, or urine) and let it sit. When the meanies show up, fling it on them.
Do the above with bodily fluids.

Get one of those horns. The canned ones that are super loud. Blare that when they show up.

Silly string! Non toxic and non distructive.

Call the police and let them know, also have a witness available so you can tell this person to 'stop or your dog wont be held responsible in the event of a bite'.

It's your responsibility to keep your dog away from people like that. Why are you not doing it?

Very simply, you need to take away this person's abillity to access your dog. It is your responsibility to protect your dog.

Call 911, or Animal Control. Cruelty to animals is against the law and is punishable by jail or imprisonment.

Are they coming onto your property? post a no trespassing sign the call the police.
