It is not the Indonesian goverment that will make that country's goverment honest. It is the people, if they have an unjust goverment they must stand-up and by peaceful or other means fight for that. No goverment can endure if the people refuse to bend to it's will. Some goverments really on estasblished rule of law...others by tyrrany, but at some point the power is enabled

The government itself is corrupt - so how can it reduce corruption?
A people have the government they deserve. It will take a massive change in the consciousness of the people. A good start would be to take the sword of discrimination and cut the tires between religion and government. Wherever there is a lack of separation between "church and state" corruption abounds.

Suggestions:
1) Improving the economy may reduce corruption.
2) Have a monitoring system to monitor the government servants.
3) Maybe change administration system from centralized government to federal government (where the states also have certain power to administer on their own and there are two types of laws namely federal laws and states laws)

Government reforms are needed.
Values re-orientation among people in the government service.
Forfieture of ill-gotten wealth in favor of the government.
Streghthen criminal procedures and increase penalty for the crime of corruption.
Businessmen who are bribe givers have the same penalty with corrupt government officials & employees.
There'll be no corruption if no one gives in.

The cleanup should start from the top. Heavy and fast punishment will be a great deterrent for corruption. Only fear of Law can bring down this malaise.

Any gov has corruption.
Separation of church and state will not solve the problem (if so, how did it happen in USSR?)
Corruption is caused by greed and people abusing power.
All govs must fight it by having severe, and public punishment of those found guilty.

Pay them the salaries what Singapore Ministers are getting. They won't bother for corruption, as the salaries maybe more than what they get from corruption.
