I was just curious what are the rules (if any) that apply to an officer seeking information on an active case that is not in his jurisdiction? Can any officer seek out information on any case, or does he need to have establish a link to an active investigation?

The access to every information must be documented and authorized by the head of office. If there is a violation, the person liable can be charged with infidelity in the custody of government documents under the Penal Law.

If the officer needs a report from another agency, it has to be related to an ongoing investigation or law enforcement related business. It can't be for just curiosity. If the officer just talks with another officer and is told information that was acceptable (not confidential) then that is ok. But for an offical report, there has to be a reason.

He would have to request that info though his department, to thier department, and have to show a need to know it.

he can not just ask and find out about cases.

Now two officers at a bar talking may share stories if things are not to be keep secret for a reason

I am pretty sure that they can seek out informtion on any open case. Mst will not do this unless they have a reason to do so (EX: It may be realted to their case)
