NO MILK AND CREAM ARE TO DIFFERENT THINGS. Sorry about the caps. You can substitute 1% milk for whole milk, whole milk for 2%, etc. Cream has a higher fat content. If they are telling you to use light cream instead of heavy cream it is probably a low fat recipe. Using milk instead of cream will make the product watery and less flavorful.

Definitely. I've substituted skim milk for light cream before and it turned out fine.

Yes you can - but add a little instant mashed potatoes to the 2% to make it a little richer or some powdered non fat milk if you have it! works like a charm!

Light Cream is 18 to 30% fat

I have used skim milk or even powered milk and water but used less water and add more powered milk for more richness ....... maybe skim and some powered milk together
