Well this simply means that fees are increased in lieu of inflation.To say that inflation increased 5% between 2000/2006 is'nt exactly correct.These fees are adjusted annually.So consequently the cost wuold be closer to 7%

well, they are comparing investments between the two years, and lets's say investments between the 6 years increased by a certain percentage. That difference however looks bigger than it really is, because it doesn't take into account rising costs and inflation between the six years, so they re-adjust this to only a real 5% increase.
