Once they have established that this is a place to poop (by the smell)- it will be very hard to break. The best bet is to put them in cages (crates), let one out at a time, and make him poop and pee outside first, praise him, then let him play, then put him back. Repeat that with every dog for about a week. This, hopefully, will reestablish where the place to poop is. Hopefully they won't poop in the crate because that's where they sleep. (they may do this at first, but that will pass.

You know something you should have been advertising these poor puppies the day after they are born then they would be gone by know. Get these puppies into homes where the people will actually love them enough to train them or do it yourself!! See these dogs should have been gone shortly after the mother quit cleaning up after them
And the smell will not go away until the puppies quit going in the garage and then you will still have to wash with bleach or pine sol or a very good cleaner for awhile

First, please try to start working on house breaking them. Use the pee-pee pads you can buy since they have baking soda in them and help absorb the odors. If you keep the puppies in a crate and then take them outside to go potty, it will help you out a great deal.
Second, get the product called "Natures Miracle." It will help break down the smells. Once you find homes for the puppies, you may want to consider painting the floor in the garage, this should seal out any smell and stains that may remain.
Finally, please fix your dog. There are so many unwanted pets out there, and you are seemingly having problems placing yours, it will save you and the dog grief in the future.

Puppies Poop! Make sure they are parasite Free..Feed them Dry food and try to keep them confnied in a small area with newspaper down..The Thicker the Better....Pick up the Paper and keep cleaning with Bleach but Please Rinse the Bleach up as Bleach left down can put ulcer type sores on your Pup's Feet and bellies...You just have to stay on top of it.

Uh....would you want to buy a non-housetrained dog? Then why should anyone else?
You could try potty training them. That might help. But of course, the obvious thing would have been to spay the momma dog so the "non-cooperative" pups would not have existed.
And as long as they are there pooping everywhere, there is going to be a stench.

Puppies poop and pee, as do we. What do you expect?
Give these puppies to people who want them so they will be house trained. You are neglecting the little guys!
Put paper or pads made for this down on the floor in the meantime. But please don't wait to sell them :^(

Don't you think they would be easier to sell if you could tell people that they are starting to be housetrained, you may not be keeping them but at the moment they are your responsibility. Please be nice to them and don't get angry at what they do, they are defenseless and all they are after is a lot of love and attention!
