Love is always two way, God cares for you and for everybody but it can only be called love if the feeling is mutual between you and God. God is love but the completion of it is when you acknowledge the truith about Him and that you love Him back.

I am assuming that we are talking about first person of the God head here.
God the Father is dearly loved by His Son Jesus Christ who showed his love for his Father through perfect obedience even unto death on the cross.
