So I was wondering if you could subsitute cream of tarter for baking powder could it go the other way around??

Well, I've heard of this substitution but personally I don't think it's the best idea. If there's no cream of tartar in hand, just add a few drops of lemon juice in the egg whites while the mixer is running. That could help them get stiff indeed.

Baking powder substitute
For each 1 teaspoon baking powder called for in a recipe, use:

1/4 teaspoon baking soda plus 1/2 teaspoon cream of tartar;

NO!!!!
Baking Powder is NOT a sub for Cream of Tarter.
To make your meringues work, you need the cream of tarter......

You would also need to add baking soda, equal parts.
