Yes, several times I've seen unusual speed limits signs, such as 19 or 29 mpg. Usually in urban areas with lots of pedestrian traffic, or in mountainous areas with twisty and narrow roads.
I think the local traffic engineers post those special sign just to be different, to cause you to think about why an odd speed limit was imposed, and therefore take more care when driving in that area.
That's my theory and I'm sticking to it.

Your speedometer has displayed seen increments of 5's because the discovery of the speedometer. the first speed reduce signal became created with increments of 5 to take care of this. Neither has been replaced for the reason that.

Yes, in a parking garage at Tyson's Corner mall in Virginia. The speed limit is 9 MPH. It's posted all over the place.

i have often seen speed limits of 12. those are in the mountians around my favroite summercamp. you have to be that slow because there are always kids and teens running everywhere.
