Saying something doesn't make it true. I could tell a million times that the moon is made of cheese, but that doesn't make it true. You could believe that a dog's tail is another leg, but that doesn't make it true.

I think the quote eludes to the fact that the tail does not provide the same support as a leg. So in calling it a leg, it will not function as such and therefore not be a leg. It doesn't make sense just to generalize and say it means it's not a leg... I believe the lack of functionality is the key to the quote and not the naming convention.

A name change won't change the object itself. So don't "change" the situation by renaming to reallocate.
