He has told me about 4 different times, in 4 different ways that he loves me. He doesn't remember saying it and he was drunk all 4 times...does he mean it or is he just drunk

so he drinks frequently, but he has mentioned it before while sober, asking me if anyone has ever told me they loved me after 3 months

Well...if he was drunk then i doubt he really meant it. But then again i'm not sure...maybe he's too shy to say it when he's sober so when he's drunk he has no problem saying what he really means and feels.

Seriously, here you are posting all hoping his "I love you" means something even if he's wasted, and you are totally IGNORING the elephant in the room, which is, why does this guy feel the need to be drunk all the time and then conveninently forgets what he says when drunk?

I don't know what to say, personally...sometimes when people are drunk, they practically bubble over with true feelings, but other times, they lie. It really depends on how he is when he is drunk generally.
