Yes, but make sure they're ziploc bags or something like that. If you bring a sealed bag of chips on a plane and don't eat it, it will explode during the landing procedure (because of the pressure change) and scare the life out of everyone.

I don't think you are allowed to take snacks onto a plane in the US in your carry on luggage. At least I wasn't a few weeks ago. The best thing is to check the particular airlines website for information about this, as it is continually being changed. Or you can take a look at the TSA website under Permitted and Prohibited Items at http://www.tsa.gov/travelers/airtravel/prohibited/permitted-prohibited-items.shtm

Yes, as long as they are not liquid (no jelly filled donughts). I really doubt the chip bag would explode, they serve items in sealed bags and those don't explode. With the price of airport food, bringing your own is a good idea.
