Most GPS units have no recurring fee. (they're free to use once you buy the unit)

Those tripfinder packages you can get for your car have a fee.

If it's a standalone GPS device, there is no subscription. It just works. May need batteries though.

If it's built into something, such as a cell phone, you may need to pay a monthly subscription fee. This fee is set my the service provider.
