he's a tweaker... uses meth, speed... not good

Drugs... he's "tweaking" means he's on high on drugs.

It depends...if he was talking about electrical appliances, that means increasing the amps...if he was talking about himself, it means he's into Crystal Meth....Warning...Danger Warning....
